UPDATE : NEW YORK

Western New York has met all seven metrics required to begin phase one of the state’s regional phased reopening plan starting tomorrow, joining the Central New York, North Country, Finger Lakes, Southern Tier and Mohawk Valley Regions.
That makes 6 out of the 10 regions to start phase one leaving Capital Region, Mid Hudson Region, Long Island and New York City unable to meet the requirements to enter phase one, which includes construction; manufacturing and wholesale supply chain; retail for curbside pickup and drop-off or in-store pickup; and agriculture, forestry and fishing.

Governor’s Office announced the state is bringing in international experts to help advise the state’s reopening plan. “As we begin to reopen businesses and regions across the state, we have to make sure we are paying attention to the numbers and the data to make sure that infection rate doesn’t go back.”

The Governor’s office announced new efforts to bring more tests to nursing home facilities to help these facilities meet new guidelines mandating that all nursing homes and adult care facilities test all personnel for COVID-19 two times per week. The state is connecting nursing home facilities with labs to get more tests to these facilities, and so far the labs have reserved at least 35,000 tests per day just for this purpose. The state is also sending 320,000 test kits to nursing homes statewide this week.

UPDATE : ULSTER COUNTY

It appears that none of the 206 residents of the Golden Hill Nursing and Rehabilitation Center have contracted the coronavirus.
Ulster County Executive Pat Ryan said that all nursing home residents and staff at the facility have been tested. Of those 205 residents tested negative, while one test was faulty and results couldn’t be obtained.
He said one of the 126 staff members tested positive for COVID-19
Golden Hill was the first nursing home to be tested under the recently expanded effort to test residents and staff at all 13 nursing homes in Ulster County. Ryan has said he hopes to have testing at all nursing homes in the county completed by May 31.

County Executive Ryan announced that the County has been approved to reallocate $150,000 in Community Development Block Grant (CDBG) funds for rental assistance. Ulster County households are faced with major reductions in income making them unable to pay their rent. To help these families, Ulster County has received approval to provide rental assistance to tenants as part of a coordinated response to the negative impacts of COVID-19. This assistance will help ensure that tenants do not face being turned out of their homes once the current restrictions on evictions are lifted.
Residents of all municipalities in Ulster County except those in the City of Kingston (which receives a direct CDBG allocation) will be eligible to apply. Additional information on how to apply will be released shortly. Eligible household requirements include:

* Complete the required forms
* Self-Certify that they earn less than 80% AMI;
* Demonstrate that they experienced a loss of income due to
COVID-19 and are unable to make rental payments;
* Have a current lease, or landlord agreement;
* Document that they were current on their rent as of March of
2020.

For those experiencing food insecurity, we continue to refer them to Project Resilience, which has moved into Phase 2, limiting delivered prepared meals to those who are homebound, and providing groceries through local food pantries to others in need.

To date, 130,00 meals have been delivered. To receive groceries, contact the County’s COVID-19 Hotline at 845-443-8888.

Continue to stay safe and think positive.
